The best anyone could figure was that someone decided they didn't want them anymore after they went fishing, which I suppose is as good a guess as any.

There's something oddly disappointing about low-effort crime.
I could be wrong, of course, but I'm really struggling to think of a non-creepy reason to cart around half-a-dozen naked mannequins.
Considering that the only uniform seems to be a paper plate and whatever else you feel like wearing, at least the barrier of entry is really low this time.
Considering that this massive tube seems to be testing the limits of whether a car can feel pain, I'd say there has to be an easier way to make two bucks.
I mean, someone had to not only go out of their way to put a boulder in this toilet, but probably put a considerable amount of strain on themselves bringing it here.
Unless Pennywise himself is known to come out of this toilet, it just doesn't seem worth it.
But if this is the scene a hiker or a cyclist has to deal with, I can understand why they'd find it hard to feel that way.
